One thing to sort out first
JPEG cannot store transparency, so a JPG always arrives with a solid background, usually white. Converted straight to ICO, you will get a white square sitting in the browser tab or on the desktop.
If that bothers you — and it probably should for a logo — remove the background in an image editor first and export as PNG, then convert that. If the icon is a photograph, or the background colour is deliberate, converting the JPG directly is perfectly fine.

Keep it readable at 16 pixels
This is the part people underestimate. A photograph shrunk to 16 × 16 becomes an unrecognisable smudge. If the icon needs to communicate anything at all, use a bold simple shape or a single letter, and check it at real size before you ship it.
JPG to ICO questions
Will my icon have a white background?
Almost certainly, because JPEG has no transparency and fills the background with a solid colour. Convert from a PNG with a transparent background if you want the icon to blend into the browser tab.
What size should the source JPG be?
At least 256 × 256 and square. Starting large and scaling down produces much cleaner small icons than enlarging a tiny source.
Can one ICO contain several sizes?
Yes, that is the point of the format. A single file can carry 16, 32, 48 and larger versions, and the system picks whichever it needs for the context.
How do I use this as my website favicon?
Rename the file favicon.ico, upload it to your site’s root folder, and browsers will find it automatically. You can also reference it explicitly with a link tag in your HTML head.
Is my image uploaded to a server?
Yes. Your image is sent to the server for conversion and is not retained afterwards.
